All teams play 4 games vs. 1st place team, 4 games vs. 2nd place teams, 4 games vs. 3rd place teams, and 4 games vs. 4th place teams. All based on the previous season's results.
Every division has a 1st, 2nd, 3rd, and 4th place team. 1st place teams can't play vs. themselves. So they play the 1st place teams in the 2 divisions they don't play against in their conference. 2nd place teams can't play against themselves. So they play the 2nd place teams in the 2 divisions they don't play against in their conference. And so on and so forth.
Example for 2017:
Cowboys 4 games vs. 1st place teams - Chiefs, Seahawks, Falcons, Packers
4 games vs, 2nd place teams - Raiders, Cardinals, Giants 2x
4 games vs. 3rd place teams - Broncos, Rams, Skins 2x
4 games vs. 4th place teams - Chargers, 49ers, Eagles 2x
Giants 4 games vs. 1st place teams - Chiefs, Seahawks, Cowboys 2x
4 games vs. 2nd place teams - Raiders, Cardinals, Lions, Buccaneers
4 games vs. 3rd place teams - Broncos, Rams, Skins 2x
4 games vs. 4th place teams - Chargers, 49ers, Eagles 2x
Skins 4 games vs. 1st place teams - Chiefs, Seahawks, Cowboys 2x
4 games vs. 2nd place teams - Raiders, Cardinals, Giants 2x
4 games vs. 3rd place teams - Broncos, Rams, Vikings, Saints
4 games vs. 4th place teams - Chargers, 49ers, Eagles 2x
Eagles 4 games vs. 1st place teams - Chiefs, Seahawks, Cowboys 2x
4 games vs. 2nd place teams - Raiders, Cardinals, Giants 2x
4 games vs. 3rd place teams - Broncos, Rams, Skins 2x
