The Week 4 game between the Philadelphia Eagles and Washington Redskins is definitely not going to be cancelled, but it's still not clear exactly where the game will actually take place. For now, the game is scheduled to take place in Landover, Maryland until further notice. But the NFL might opt to move the game to a neutral site. According to NFL Network's Albert Breer, one of the sites being considered is Detroit, Michigan:

Ford Field hosted a Vikings/Giants game in '10 after the Metrodome collapsed and a Jets/Bills game last year after a snowstorm hit WNY.

The Lions and Seahawks are scheduled to play in Seattle on Monday Night Football. Ford Field is out of the path of Hurricane Joaquin and it's covered by a dome anyway so weather issues won't be a problem there.
The Eagles would potentially benefit from the game being played on a neutral site since Washington would lose their home field advantage.
