The Eagles need a personnel guy to work with Chip Kelly and help him run that side of things. Before we talk names, let’s understand the job a bit more. This isn’t going to be the GM job. The new person won’t have control of the roster or the draft. This is a stepping stone position. Established candidates who have some power now will not want this job. The Eagles asked for permission to talk to KC’s Chris Ballard. He’s got no interest in this job. He’s done this kind of thing already. Ballard is looking for a GM job. He wants control. As I’ve mentioned before, Kelly is looking for his version of Tom Heckert, someone looking for a promotion, but who knows he’s not quite ready to run his own show.

On Jan. 2, Jeffrey Lurie announced that the Eagles would begin a search for a new personnel executive to be appointed by Chip Kelly. Since then, several names have been linked to the opening. Below is a rundown, which we’ll keep updated until the Eagles make a hire.
Kelly's search for Eagles personnel chief could take a while - Inquirer
The Eagles have identified some candidates, and the Jaguars and Texans granted them permission to interview directors of pro personnel Chris Polian and Brian Gaine, respectively, on Wednesday. But Kelly has a lot of catching up to do and won't likely rush the process as he pares down his list. But as the man in charge on so many other fronts, Kelly also has other pressing matters such as ongoing contract negotiations with wide receiver Jeremy Maclin, finding replacements as his coaching staff turns over, and making offseason evaluations.
Realistic draft options at quarterback for the Eagles - The 700 Level
Hundley did post tremendous numbers. The redshirt junior completed 67.4 percent of his passes while throwing 75 touchdowns to 25 interceptions in three seasons for the Bruins. 2014 was his best yet, with a 69.1 completion percentage and 22 scores to five picks. In addition to executing in the passing game, Hundley added 1,747 yards and 30 touchdowns on the ground. He has a plenty of other things going for him as well. Hundley is listed at 6’3", 226 pounds. He has a quality NFL arm. He’s said to have the work ethic necessary to succeed at the next level. Even some of the negatives in his scouting report, such as playing almost entirely in the shotgun formation, probably won’t hurt him in Kelly’s eyes.
What happens when Kelly, Roseman clash over contracts? - CSN Philly
Roseman, with his fancy new title (wonder whether that and the extra money helped him swallow what must have been a very difficult situation to choke down), remains in control of the salary cap. He’s the cap guy. Which means he’s the contract guy. Which means — at least in theory, as this crazy plan was hastily explained to everyone — he controls the money. Which means he could potentially be a huge pain in Kelly’s backside. Put simply: What happens if Kelly wants to sign/re-sign a player that Roseman thinks is overvalued?

Next month his offseason is starting with another battle, albeit one that comes off the football field and will be watched on television not on a Sunday or Monday, or even Thursday or Saturday, but a Friday night. And it's about battling against something a lot more important than opposing defensive linemen. Sproles will appear in the 4th-annual NFL Characters Unite documentary, premiering Friday, February 6. The film is part of a public service campaign to combat bullying, prejudice and discrimination. In the film, Sproles will detail his battle with a speech impediment he's had since he was a child.
