Philadelphia Eagles outside linebacker Trent Cole has been fined $22,000 for an illegal hit on Arizona Cardinals quarterback Carson Palmer, according to CSN Philly's Derrick Gunn. Gunn notes that Cole plans to appeal the fine.

The play occurred during the second quarter of Philadelphia's 24-20 loss to the Cardinals on Sunday afternoon. As Cole was rushing Palmer on a third down play, the linebacker jumped in order to try to deflect the pass and ending up landing with his helmet connecting to Palmer's helmet. Here's a video of the play:
Palmer's pass was completed to wide receiver John Brown down the field for a 22-yard gain as Cary Williams trailed in coverage. Cole was passed for roughing the passer and the Cardinals received 15 extra yards. Arizona would end up later punting on that drive, however.
By my eye, the hit certainly didn't look malicious. But with the way quarterbacks are virtually untouchable now in the NFL, it's no surprise a flag was thrown. To be determined if Cole's appeal will have any success.
