The kid does not realize that slanderous allegations of rape – even on a supposedly anonymous site – are legally actionable, both in civil and criminal court.
And I guess he isn’t aware of how easy it is for authorities to find out his identity.

Slander is a tort, not a criminal wrong-doing (aka Crime). Since this is not a crime, there is zero importance of “jurisdiction”, since a complaint lobbied by Bye, Dawk:( would be done so in his locality. While this guy may be liable for civil damages, no district attorney would even attempt to pursue criminal charges based on something that is not a crime.

My guess is that you haven’t traveled much in Texas at all. The only area that really “smells” bad tends to be the areas that are near the refineries in the Houston/Galveston area. Plenty of beautiful areas too.
There are plenty of shitty parts of PA (in fact alot more shitty parts than nice parts), NJ (every major urban city in the state), and DE.
