He can't be franchised.
He is still under contract and really wasn’t set to become a FA this year. The reason that they are releasing him is because he is due a huge roster bonus and will end up being payed 12 mil this year for hitting contract escalators, which is mad cash for a safety.

The “local boy goes home to play” concept rarely happens in practice. It’s a myth. Like thinking that Tom Brady and DeSean would go to the 49ers all of a sudden bccause they’re from the Bay Area.
Maybe I’m influenced by proximity (since I’m living down here in South Florida now), and they’ve convinced me of it between radio and the newspaper. That’s been the talk, but you’re right; generally that kind of thing is more talk than it is action.
